I think you mean the *subject* of {ghuH}? It's because there is no
{lu-} in front of it.

{vIghro'} is the subject of {luchenmoHpu'}, and we know it's plural
because of {lu-}. It's also the implicit subject of {ghuHmeH}, so
there should be a {lu-} in front of that too. Qov pointed out that
without {lu-} there, either {DIvI'} is the subject of {ghuH} or {noH}
is plural.
