The meaning behind the saying is "Justice WILL be done, even if it brings about the ruination of everything to do so - even the stars in the distant heavens, in the abode of the gods themselves."
 
The point the sentence is trying to make is to emphasise the grim determination of the speaker to bring about Justice, no matter how great the cost.
