Not permissible, I'm afraid; you're using two Type-2 verb suffixes (-nIS and -rup).

I'm torn between noH and veS. I like veS because it's not a particular war one needs to be prepared for, but at the same time, it does feel like one is talking about concrete wars, not warfare as a concept.

roj DaneHchugh vaj yIQojrup - "If you want peace, prepare to wage war" works for me.
Also, to state this without an imperative prefix - roj DaneHchugh vaj bIQojrup - is like stating "If you want peace, then you are ready to wage war." The same construction as bIje'be'chugh vaj bIHegh - "If you are not buying, then you are dying."
