Many of the suggestions have obviously been similar so I don't really remember what's already been said, but I think my vote would go for, <roj DaneHchugh vaj bIQojnISrup>, "If you want peace, then you must be ready to make war."

roj DaneHchugh vaj yIQojrup - "If you want peace, prepare to wage war" works for me.
Also, to state this without an imperative prefix - roj DaneHchugh vaj bIQojrup - is like stating "If you want peace, then you are ready to wage war." The same construction as bIje'be'chugh vaj bIHegh - "If you are not buying, then you are dying."
