To my database, "phrases" are published sentences that have been
translated for a specific purpose and most often have a cultural or
idiomatic meaning attached to them, to separate them from simple
example sentences, which is what {Doq 'ej wovbe'} is. {'utbe' bel},
{Heghlu'meH QaQ jajvam} and {Hov ghajbe'bogh ram rur pegh ghajbe'bogh
jaj} are "phrases" to my database, sentences that have been set in
stone and are most often used without changing them. {Doq 'ej wovbe'}
isn't such a "phrase" in my mind, it's an example of one way to say
brown.

Something like a CSV or excel spreadsheet should work fine.

The only multi-word entries I have that are glossed as verbs are {Doq
'ej wovbe'} and {DoS chIl} (which includes information about how to
conjugate it in the English gloss).
