Does he really need this: "regions are waging war"?  It's not in the English your client provided.  
It does make a complete sentence.   {poH nI' ret, qIb Hopqu'Daq} "A Long time ago, in a galaxy far, far away" also serves as a time- and place-stamp for the next bit "Rebel spaceships, striking from a hidden base..." so {Qoj Sepmey} really isn't needed.  It's commentary.
