I’ll chime with the caution that the “headless relative clause” is unattributed in Klingon.  The noun that is the subject or object of the verb with –bogh has to be explicit in order for it to be the subject or object of another verb.

? neHbogh chargh tlhIngan
Doch neHbogh chargh tlhIngan =  a Klingon conquers the thing that s/he wants

We could say {ngoQ luneHbogh} or {Doch luneHbogh}, but I don’t think we even need that.  How about we substitute {ngoQ} or {chabal} for {Doch neHbogh}?

chabal chargh tlhIngan = A Klingon conquers that which s/he desires.

Looking at your sentence, you have a lot right. {buS}* is a great verb to use here, and I might also think about using {tlha'} (chase, follow) or maybe even {chon} (hunt).

I think I see what you're going for here. First of all I think you mean {luneH} (note, without an apostrophe) that means "They want it."

Your impulse to pair this with {net} is GREAT; it's clear that you are trying to figure out how to match your intended meaning to the constraints of Klingon grammar. However, {net} isn't right in this context. Review section 6.2.5: {net} is used only when the intended subject is "One," in the sense of English phrases like: "One should always take an umbrella," or "How should one read a book?" The subject isn't ambiguous, but rather generic, almost proverbial.

Okay so set aside {net} for right now. As Qov hinted at, you should think of the relative marker {-bogh} (section 6.2.3). 

To be honest I'm not sure if I'll get this right either but I'll take a shot like you have:

{luneHbogh chargh tlhInganpu'.} "Klingons conquer (it) which they want."

Others please chime in if I'm making a mistake here.

Here are some other examples with {-bogh}. Pay attention to the ordering of the nouns.

I’m not sure what’s going on in the middle of that sentence. lu’ is an interjection meaning “okay, I will” and neH is either a verb meaning “want” or an adverb meaning  “merely.”  They make no sense stuck together. Have a look at the suffix –bogh while you’re waiting fo ‘arHa to do his thing.
