That's just my transcription of Marc Okrand's laugh. The transcript is just
me writing down what I heard. It's certainly not canon anything. Also, even
if we assume Okrand wrote the Klingon portion of the interview, presumably
the laugh was a spontaneous addition. He was just reacting to the host's
difficulty saying his line.

(It's also possible it's a badly flubbed {HIja'}. Listen to it yourself.)
