All the old-timers already know this, but for the newcomers, the
reason that "Federation" contains the word for "debris" or "garbage"
is because of a repurposed line in Star Trek V.

The original line (which also appears in the film) was:
{vaj toDDujDaj ngeHbej DIvI'}
"That means the Federation will be sending a rescue ship of its own."

The director wanted this to mean:
"Shooting space garbage is no test of a warrior's mettle."

So the already-filmed line was re-interpreted as:
{vaj toDuj Daj ngeHbej DI vI'}
[something like "cosmos litter sharpshooting tests inconclusively
warriorhood courage"]

The original line (cut from the film) was to have been:
{logh veQDaq bachchugh, yoH 'e' toblaHbe' SuvwI'}

The Klingon verb {vI'} also means "accumulate". So {DI vI'}
"Federation" means "sharpshooting of debris" or "accumulate debris".
Make of that what you will, in terms of how Klingons view the
Federation.
