It's called a sleeper ship because its crew had been in suspended animation - i.e. sleeping - for decades, having been launched in the 23rd century.  The IKV T'Ong's mission was never stated, but after the ship reached its "awakening point" in the  24th century Captain K'temoc was intent on returning to Kronos quickly instead of attacking nearby Federation outposts. (TNG "The Emissary")  Some have speculated he had intelligence about the Borg.
