I don't think that you've gotten a straight answer yet. 

Speaking as one who has used the language for many years and has a pretty good sense of normal spoken Klingon, I find it interesting that you have found a consistent inconsistency between STATEMENTS involving a pronoun-as-"to-be"-verb at a location {puchpa'Daq ghaHtaH HoDwI''e'} and QUESTIONS involving a pronoun-as-"to-be"-verb at a location {nuqDaq 'oH puchpa''e'}. One always uses {-taH} and the other never uses it. 

No one has managed to explain why it is normal to add {-taH} to this kind of statement. We simply accept it. No one has explained why this norm is not extended to questions. We simply accept it. 

{nuqDaq 'oHtaH puchpa''e'?} sounds as weird as {puchpa'Daq ghaH HoDwI''e'}. Neither is grammatically wrong, but both are abnormal. Deal with it.
