Early on, not everyone who was interested in the Klingon language was
affiliated with the KLI. Because TKD and other early sources contained
gaps, contradictions, or otherwise ambiguities which were subject to
interpretation, different {tlhachmey} formed, each with their own
{tlhach mu'mey} and understanding of some aspects of the grammar. Some
of these interpretations were canonised by Marc Okrand in KGT, where
he talks about different regions of the Klingon homeworld and their
grammatical differences.
But it's not really a case of other people coming up with grammar, as
much as the original grammar allowing for multiple interpretations.
Marc Okrand basically retroactively said in KGT that all of those
interpretations are right, in different parts of the Klingon
homeworld.
