In this case, the two are synonymous. The KLI is the only institution that's really ever used the title, and the role has essentially revolved around this mailing list. lojmIt tI'wI' nuv's explanation is pretty much spot-on. There's only ever been one person formally vested with the title of Grammarian, I believe, and that's Krankor.

Since then though, the title has become basically an honorary one conferred on those who have done a tour as Beginners' Grammarian, or BG (a role which requires a fair amount of skill with the language going in, and which also hones that skill to a very high level). Using this definition of "Grammarian", in addition to Krankor and Seqram there are 14 such people (HoD trI'Qal served twice). The people you see on the mailing list using the title {'utlh} are the KLI Grammarians in this broader sense.

Actually, no. The number of active beginners, as well as list traffic in general, slowed nearly to a stop in 2006 and the BG system kind of disintegrated. Not ter'eS's fault - it was just a combination of situational factors. So the list, despite looking very dated, is actually accurate; there's been no other BG since ter'eS.

It'd be nice to have someone volunteer to formally take up the reins and get the role of BG going again, especially given the number of beginners we've seen of late, but no-one who hasn't already served seems willing to take it on, which is a real shame. Serving twice isn't out of the question for an old hand, but it's less than ideal - in many ways, the BG position is as much about the BG taking their skill to the next level as it is about teaching Klingon newbies.
