But there's a line by Vixis from an early draft of the ST5 script - missing from the final cut (but included in the novelization) which the KLI published in HolQeD 8.4 - that may help:

  DIvI' Se' wI'IjtaHvIS DaH ngoqDe' wIHevta'. 
  We've just received an encoded message on the Federation
  frequency. (ST5 Notes)

Note the use of {'Ij} "listen".  Apparently Klingon ships routinely monitor (or listen to) Federation subspace radio traffic since it's unlikely the Federation communicated directly with Klaa's Bird of Prey.  Also IIRC Morska Station is referred to as a listening post - although it seems to be a border control post as well - in ST6.

There's also the verbs {jIH} "monitor":

and {Daq} "eavesdrop":
