Your first guess was a good one. The second guess was the result of overthinking.
A question is basically a statement that gets converted into a question by replacing a word or phrase or clause expected in the reply with a question word or if the question needs a "yes/no" answer, with the addition of the verb suffix {-'a'} or following the statement with {qar'a'?}. Use any one of these options. Don't use multiples.
You don't mean, "Why do you cry, yes or no?"
In reply, the question word {qatlh} would be replaced by a dependent clause centered around a verb ending in {-mo'}. {Heghmo' SoSwI' jISaQ.}
For a yes/no question, {qar'a'?} is assuming the answer is "yes" and asking confirmation. The verb suffix {-'a'} doesn't make an assumption one way or the other. It's just asking for information.
