The sentence where this word appears is:
{qarDaSQa'Daq ruDelya' rop'a' Hergh qengbogh yo' Dabot.}
"Intercept Rudellian plague relief convoy to Cardassian Union."

We don't actually know that {rop'a'} is the Klingon word for "plague", only
that Klingons refer to what's known by the Federation as "Rudellian plague"
as {ruDelya' rop'a'}.

By the same token, in that sentence {Hergh qengbogh yo'} is translated
"relief convoy", but nothing in the Klingon term is a translation for
"relief".
