Marc Okrand explained how he made up the words in the creation of TKD: 
He had a chart of possible combinations where he could just "choose" a 
random word and give it a definition. He first thought if that word 
"sounds okay" for what it might mean, and sometimes he also paid 
attention if the word should follow a pattern, as the words for speech 
all start with ja-.

As you can read in the interview, MO likes to think about a word for a 
long time if he likes to have a pun in it, but sometimes he might just 
look at his list of un-used syllables and pick one from there.

For the "cork", the pun was obvious and he just had to check if that 
syllable had been used before.

But theoretically spoken, if Klingon will increase its vocabulary, words 
will definitely become longer, at least after all syllables have been used.

By the way, I have heard that the syllables SIt and pIS will never be 
used!  ;-)
