In imperatives, -be' cannot be used: you use -Qo' for "don't!" instead. But -Qo' in a non-imperative carries the meaning of refusal, so {vIHoHQo'be'} should carry the meaning /I DO NOT refuse to kill him/ and {vIHoHbe'Qo'} should carry the meaning /I refuse to NOT kill him/, if my TKD is correct.
