Just tried it http://www.ides.illinois.gov/ and it worked ok on Chrome...
Not 100% coverage of everything on the page but they've done their best on
the menus although I don't know about the translations.
e.g. [Unemployment Insurance] is [ nov Insurance quchwI' pu'mo' ]
Just thinking about unemployment wouldn't a nominalised "not able to work"
