I was unfamiliar with that canon, but no I don't think that it's 
necessarily a lopno', lopDi' vay'. I think it's just indicative of 
the atmosphere on this ship that when a security patrol sees someone 
having fun in an organized fashion that his first instinct is to ask 
if it's authorized.

I think it was acting as an infinitive in my head, which is why it 
lacks a prefix. mujba'.
