I agree completely and usually sentences like this occur when I write 
a sentence and then modify it. Or often I have chunked vIX 'e' vIY as 
though it were one verb, and forgotten that it changes the grammar of 
the sentence

I always feel like I'm doing something tricky when I put aspects of 
the second sentence before the -'e'. It seems like the obvious thing 
to do, but how much canon do we have?

It's in canon (KGT ranks section) as acceptable to  to address 
someone whose rank you are uncertain of, Sogh and up. The jonpIn 
knows qImyal's rank perfectly well, but I imagine ngaH (jonpIn's 
name) being around since qImyal first took command of the ship, 
before she was a Sa'. qImyal is simultaneously. HoD, ra'wI' and Sa'. 
And if Hota'ro' can be trusted, hopes soon to add yejquv DevwI' to that list.

DIpol. It's weird that I read that so many times and missed that. 
This section got a LOT of work.
