The note means that {chu'Ha'} does not appear *with the definition*
"disengage, deactivate (a device)" in any canon word lists.

Indeed, it doesn't. {chu'} is defined as "engage, activate (a device)"
in TKD. {chu'Ha'} is just its antonym. {chu'Ha'} appears in the body
of TKD on p.48 in the example {yIchu'Ha'} "disengage it! (e.g.,
cloaking device)", and on KGT p.54 with the gloss "deactivate". The
definition "disengage, deactivate (a device)" is cobbled together from
different canon sources, but does not itself appear in any canon
source.

There are a number of words or terms whose definitions are not given
as such in canon, but for which we have inferred the meaning from
canon usage or from grammar.
