[Tlhingan-hol] Zero prefix at a verb, when this verb comes before a pronoun

In TKD p.29 the following sentences/translations are written :

lujpu' jIH'e'  (It is *I* who have failed)
lujpu' jIH  (I have failed)

Before noticing this,I would expect these sentences to be written :

jIlujpu' jIH'e'
jIlujpu' jIH

So,I guess that according to canon grammar,a verb existing before a pronoun
takes the zero prefix.

Is this rule,being mentioned anywhere else in Canon,or is it shown only in
these examples of TKD ?

I didn't see anything like this mentioned in 4.1.1, 5.1, or 6.3.
