Actually, it does fit Klingon phonology perfectly. A syllable may not 
start with a consonant, but it can certainly end with one.
*quja'* is no different than {toDuj} "courage", {nIteb} "lonely", 
{veragh} "rivet", {wanI'} "phenomenon" and many more.
