[Tlhingan-hol] tlhIngan Hol primary language for OS X.

Okay, so I changed the primary language to tlhIngan Hol. No noticeable difference, except that everything seems slower.

No change in menus for anything I can find. No change in fonts. No keyboard mapping change. Nothing, except the slight coolness factor of having Klingon as the primary language for my computer, whatever that means.
