Nobody has told us that it *can't*, but it's not likely. The
{QaghmeylIj tIchID} example tells us what it *does* mean, and there's
no reason to assume that ancient Klingons derived "accept as true"
from a "let it in" meaning the way 15th centuary Terrans did.

We know that Klingon does do such stretches of meaning (e.g. {luH}),
but I doubt it did this specific one.
