With the "how much choice" explanation, what is labeled generally as
volition isn't necessarily about agency. {-nIS} can be seen as
implying the absence of volition. Need and want are thus completely
separate ideas, and {mernIS bach} might be translated "the shot is
required to surprise". What the shot wants is irrelevant; it has no
choice.

I have no issues with such usage.
