The difference seems to be direction WRT the speaker:

lab       transmit data (away from a place)
lI’        transmit data (to a place)

Kruge orders Valkris to transmit the Genesis data (i.e. to him):

   De' yIlI'.  DaH!
  Transmit data. Now! ST3

Valkris tells Kruge that she is ready to transmit the Genesis data to him (i.e. away from her):

  HablI', Su':  labbeH.
  Ready to transmit. ST3

This is a bit clearer in Okrand’s “Message to Kronos”:

  Marc Okrand jIH.  De' potlh vIlab.
  I am Marc Okrand and I bring you an important message. (MTK)

  ghe'naQ Daqvo' QInvam wIlab.
  We will place a homing device transmitting this message at the site of the opera. (MTK)

FYI, {lab} has often been used on the mailing list for “send/upload (file), post (email), etc.” vs. {lI’} “receive/download (file), retrieve (email), etc.”.

Is there any functional difference between {lab} and {lI'}? Is {lab} used for a broadcast, while {lI'} is used for a narrow/secured channel?

TKD 42:  This word implies that data are in the process of being transmitted, but that there is a finite amount of data, so there will be a definite end to the transmission. The fact that the verb {lI'} and the suffix {-lI'} are identical in sound is purely coincidental, so far as can be determined.
