If Klingons had tear glands but not tear ducts, their eyes would water all the time. That can be seen in humans with blocked tear ducts, and in some Earth animals.----Original message----

There needs to be a way to keep the fronts of their eyeballs from drying out in 
drying wind and to wash bacteria and dust off. That is what tears are for, in 
man. Dripping out when sad is a secondary use.

I suspect Klingons have glands (for the reason noted above) but not tear ducts. This is not unknown in Terran physiology.
