[Tlhingan-hol] Certification Test Woes

It's interesting to go over what we did do, what we considered and decided
not to do, and what we failed to consider.  I think the KLCP has proven a
useful tool over the many years it's been in use, but being honest about
its shortcomings and having constructive discussions about ways to improve
it is a positive thing.  I also don't want to over-engineer things, if the
current design is (mostly) working.  Adding a 0.5 level as a "warm-up"
sounds like a good idea to me.  Volunteers?  :)
