Can't they? What's the reasoning for that?

{qeylIS pong yIlo'Ha'Qo'} feels like the perfect way to say "don't misuse Kahless's name". Nonetheless, V alone would be okay in some situations as an alternative. With {buSHa'}, for instance, I think it'd be most natural to just go with {yIbuS} "pay attention!" or {yIbuSchoH} "start paying attention!", but that doesn't mean that {yIbuSHa'Qo'} is impossible, or even necessarily less preferable.
