I'm not sure how {ngIq} ("each one"?) works as a "time stamp"? Perhaps
you are thinking of {ghIq} (which is an adverbial)?

For example, {ngIq raQ -150 QaS} "outposts cost 150 each" is not even
a complete sentence in Klingon, just as "noun dash noun" (the first
noun corresponds to the second noun).

I have a difficult time interpreting Voragh's examples as usages of a
timestamp. Perhaps you can elaborate using one of them?
