I've seen *{yejquv jeSwI'} used on the mailing list (coined by charghwI'?).  The late Glen Proechel used *{yejquv 'utlh}.

Strictly speaking, *the* Leader of the High Council is the chancellor {Qang}:

Gowron currently presides, named leader of the High Council by Captain Jean-Luc Picard, who was acting as Arbiter of Succession. S25

Chancellor Gowron {ghawran Qang} was addressed as {DevwI'} by his weapons officer ChaqI in the KCD novelization:

  "{DevwI'}," she said. "The Tagana is prepared. We await your orders." (p.77)

  "No, {DevwI'}!" ChaqI said. (p.101)

If you need to make a distinction you can use {DevwI'pu'} for all the members collectively - maybe also *{DevwI'ghom}? - and for the Leader of the High Council try *{DevwI' quv} or *{DevwI''a'}.  Both methods have been used:

  ... the chef is the {vutwI'} ("cook"; in a large restaurant, the 
  head chef is referred to as the {vutwI' quv}, the "honored cook").

  {Qun'a'} "great god" ({Qun} plus {-'a'}, the augmentative suffix)
