[Tlhingan-hol] Every line spoken by a Klingon?

I've heard that while Okrand was working on the vocabulary section of
TKD, he went back to TOS and made sure that every line spoken by a
Klingon could actually be said in Klingon.

Makes sense.

Did he actually translate these lines?
Or did he just make sure the necessary nouns and verbs were included?
