Inalienable rights "cannot be surrendered, sold or transferred to someone else - the government, for example, or another person." (see http://wiki.answers.com/Q/What_are_inalienable_rights).  Instead of {nov} "be foreign, be alien" just use {taH} "continue, go on, endure, survive" or {ru'Ha'} "be permanent": {DIbmey ru'Ha'}.  {ru'} "be temporary" has already been used in a political sense in {boq ru'} "coalition" [lit. "temporary alliance" as well as in {mu'mey ru'} "temporary words" (i.e. made-up or nonce words).

Even simpler, this may be a good chance to use the suffix {-na'} "definite, definitely, true, real":  {DIbna'mey}.

Chang loves quotations, why not just quote the Klingon proverb here:

  To survive, we must expand. TKW 

Kirk will remember that Mara told him, "There are poor planets in the Klingon systems, we must push outward if we are to survive" (TOS "Day of the Dove") and he can still make the connection to Lebensraum.
