That's just because I used a colloquial translation. If you were talking 
on the phone with someone and you asked them if it was currently snowing 
there, they'd reply "it isn't snowing here," not "it isn't continuously 
snowing here" or "it continues to snow." But what they mean is {naDev 
peDbe'taH}.

{naDev peDbe'} might mean "it does not snow here" because, say, the 
region is tropical.

Which is exactly how I expressed it, not counting the emphasis {-qu'}.
